Yes, up to five menu imports a calendar month, which is enough to prove the workflow on a real venue. Venue, Group and Agency have no limit. Everything after the import (editing, publishing and reusing the menu) is unlimited on every plan.
Free, Venue and Group accounts declare one website and embed there. Widgets are unlimited on that site, with no view caps. If your venues sit on separate domains, or you build for client businesses, that is what Agency is for.
